Policy Statement

The BOT key areas of contribution are focused on four outcome areas: Representation, Employer Role, Accountability, Leadership

1. The Board

Sets the strategic direction and long-term plans and monitors the school's progress against them.

The Standards

The Board leads the annual charter review process.

The Board sets/reviews the strategic aims by November.

The Board approves the Strategic and Annual plan ensuring it is submitted to the Ministry of Education by 1st March each year.

Regular Board meetings include a report on progress towards achieving strategic aims.

The Strategic and Annual plans are the basis for all Board decision-making.

All stakeholders will be consulted.

2. The Board

Monitors and evaluates student progress and achievement.

The Standards

The BOT approves an annual review schedule covering curriculum and student progress and achievement reports.

Reports at each regular Board meeting, from the Principal, on progress against the annual plan, highlight risk/success.

Targets in the annual plan are met, and the curriculum policy is implemented and there is satisfactory performance of curriculum priorities.

3. The Board

Maintains and strengthens the special character of the school.

The Standards

Special character is obviously considered in all BOT decisions

Special character is included at every BOT meeting as part of the Principal’s report

4. The Board

Appoints, assesses the performance of, and supports the Principal.

The Standards

Principal’s performance management system in place and implemented

5. The Board

Approves the budget and monitors financial management of the school

The Standards

Draft budget ratified by the first meeting each year.

Satisfactory performance of school against budget at every BOT meeting.

6. The Board

Effectively manages risk.

The Standards

The BOT has an effective governance model in place

The BOT remains briefed on internal/external risk environments and takes action where necessary.

The BOT identifies 'trouble spots' in statements of audit and takes action if necessary.

The BOT ensures the Principal reports on all potential and real risks when appropriate and takes appropriate action.

7. The Board

Ensures compliance with legal requirements.

The Standards

New members have read and understood the governance framework including policies, the school charter, BOT.

Induction pack and requirements and expectations of BOT members.

New and continuing members are kept aware of any changes
in\legal and reporting requirements for the school. The BOT has sought appropriate advice when necessary.

Accurate minutes of all BOT meetings, approved by the BOT and signed by chair.

Individual staff/student matters are discussed in public excluded session.

Board meetings have a quorum.

8. The Board

Ensures Trustees attend Board meetings and take an active role

The Standards

BOT meetings are effectively run.

Trustees attend BOT meetings having read BOT papers and reports and are ready to discuss them.

No unexplained absences at BOT meetings (3 consecutive absences without prior leave result in immediate step down).

Refer Education Act 1989, s104 (1) (c).

9. The Board

Approves major policies and programme initiatives.

The Standards

Approve programme initiatives as per policies

The Board monitors implementation of programme initiatives.

10. The Board

Fulfils the intent of the Treaty of Waitangi by valuing and reflecting New Zealand’s dual cultural heritage.

The Standards

The Treaty of Waitangi is obviously considered in BOT decisions.

The Board, Principal and staff are culturally responsive and inclusive.

11. The Board

Approves and monitors human resource policy and procedures which ensures
effective practice and contribute to its responsibilities as a good employer.

The Standards

Becomes and remains familiar with the broad employment conditions which cover employees (i.e. Staff employment agreements and arrangements).

Ensures there are personnel policies in place and that they are adhered to e.g Code of Conduct.

Ensures there is ongoing monitoring and review of all personnel policies.

Attendance at 75% of meetings (min.).

12. The Board

Deals with disputes and conflicts referred to the BOT as per the school’s concerns and complaints procedures.

The Standards

Successful resolution of any disputes and conflicts referred.

13. The Board

Represents the school in a positive, professional manner.

The Standards

The Code of conduct is adhered to.

14. The Board

Oversees, conserves and enhances the resource base.

The Standards

Property/resources meet the needs of the student achievement aims.

15. The Board

Effectively hands over and inducts new Trustees/BOT governance to new BOT/Trustees at election time.

The Standards.

New Trustees provided with NZSTA Governance Manual and induction.

New Trustees are fully briefed and able to participate following attendance at an orientation programme.

Appropriate delegations are in place as per schedule 6.17 of the Education and Training Act 2020.

The board and trustees participate in appropriate professional development.
